On March 20, the White House released a national Artificial Intelligence (AI) Policy Framework intended to guide Congressional action on AI legislation. The framework reflects the Administration’s deregulatory approach to AI and seeks to establish a single, minimally burdensome national standard that would preempt state AI laws viewed as restrictive or inconsistent with federal policy.

The framework is built on six guiding principles: (1) protecting children and empowering parents; (2) safeguarding American communities; (3) respecting intellectual property rights and supporting creators; (4) preventing censorship and protecting free speech; (5) enabling innovation and U.S. AI dominance; and (6) educating and developing an AI‑ready workforce.

The framework is legislative guidance, not a binding regulation, and its successful implementation will depend on Congressional action and how federal agencies subsequently choose to implement and enforce it.
