Cigna Submits Comments on MA/Part D Policy & Technical Changes Rule; CMS Statement on Negotiation Program

On Jan. 27, Cigna submitted comments on the CY 2026 MA & Part D Policy and Technical Changes Proposed Rule. We supported many of the provisions in the proposed rule and offered comments and recommendations on several others.

Notably, we raised concerns with the Centers for Medicare & Medicaid Services’ (CMS’) proposal to expand Medicare coverage of anti-obesity medications and urged the agency to withdraw the proposal.

Additionally, we provided feedback and offered recommendations on CMS’ proposed requirements around pharmacy network transparency and contracting.
